For some people, the thrill is more in the deception or other boundary violation than in whatever they may get for it. These folks will steal things they don't need, tell lies about things that make no difference, cheat at games where nothing is at stake. In their minds, rules are made to be broken, or even (in some cases) rape women who would otherwise be willing partners.
In my years as a specialist in diagnostics, I came to see that as one of the hallmarks of mania, the inability to tolerate boundaries that might limit the expression of one's every impulse.
