There have indeed been issues with poor management, exacerbated by the GOP's cynical requirement that it fully self-support (as if it weren't an essential service to our citizens) and fund retirement benefits in advance.
But DeJoy, like many of 45's corrupt and interest-conflicted appointees, has been pretty brazen in his efforts to hamstring the agency he was in theory chosen to manage. And DT made it clear in his public statements that he wanted to slow down the election mail and damn the consequences.
